This document of more than six minutes was sent directly by email, to the personal addresses of the officials.
Thus, several public service unions have denounced this process. “In the video, Stanislas Guerini speaks directly to the agents and explains the reform as if it had already been adopted as it is in Parliament, ”explained Céline Verzeletti, co-secretary general of the federal union of state trade unions CGT.

For its part, Force Ouvrière (FO) indicated that the civil servants had to “click on a link referring to the service of the General Directorate of Public Finances (DGFIP), to oppose this sending”, denouncing “the use of addresses emails from citizens for political propaganda purposes”, in a press release.
The ministry meanwhile assured that “no contact file transmission was made” and that the sending of a video by email had been done in the past. “This procedure has already been applied in the past, with for example the distribution of a letter to agents by the Ministry of Transformation and Public Service on complementary social protection”, blew an internal source to AFP.
An operation that the CNIL will study, while the organization has already “approached the Ministry of the Public Service”, as it has stated in his statement.
